You'll need to configure every firewall standing between you and Internet, in order to allow incoming connections for BitComet, on the listening port. You will need to know the specific port number that BitComet uses. You can allow BitComet in your program control and then once the rule is in place, click on it, click on modify and move through the tabs at the top until you can specify ports.
